Pls HELP!!!Do i needtodoTOEFL?

If i have a certificate from my country stating the 4yrs i went to school ,studying English,but not the grades on it........Do i still need to do TOEFL?........and also what if i have a transcript with the proof of the 4yrs & grades from my country but i had bad grades then....Do u think they look at grades or yrs?....u you think i have to do Toefl ?...English is my first ligo.i have till OCT 30th to send it to the Collage.
