Would i still need a waiver for this?

I really have my heart set on getting into the Army. I heard they are currently not accepting moral waivers. When i was 15(im 18 now) I shoplifted but i never went to court or anything like that i completed the diversion program and they said it wouldnt even go on my record or anything so i dont think i would even have to get anything expunged or anything like that but would i still require a waiver for this? im willing to do anything and everything i can to get into the army so any information would help me alot, thanks!!
